Retargeting on Facebook & Instagram: The Setup Most Agencies Get Wrong

Retargeting is the highest-ROAS component of any Meta Ads strategy. You are showing ads to people who already know your brand, visited your website, or interacted with your content. They are warm. They are familiar. They are significantly more likely to convert than cold audiences.

And yet, most Meta Ads accounts I audit in Jordan and the Gulf either have no retargeting at all, or have it set up so poorly that it wastes money instead of saving it. Here is how retargeting should be structured, and the mistakes I fix most often.

What Retargeting Actually Is

Retargeting means showing ads specifically to people who have already interacted with your business. This includes:

  • People who visited your website
  • People who viewed specific product pages
  • People who added products to cart but did not buy
  • People who watched your video ads
  • People who engaged with your Facebook or Instagram page
  • People on your email or phone number list

These are not strangers. They raised their hand in some way — they showed interest. Retargeting gives them a reason to come back and complete the action they started.

The Retargeting Funnel I Build for Every Client

Not all retargeting audiences are the same. Someone who spent 30 seconds on your homepage is very different from someone who added a product to their cart and entered their shipping address. They need different messages.

Layer 1: Engaged Social Audience (Coldest Retargeting)

Audience: People who liked, commented, shared, or interacted with your Facebook or Instagram content but never visited your website.

Timeframe: Last 30–90 days. Message: Bridge them from social engagement to website visit. Show them your best content, top products, or strongest offer.

Layer 2: Website Visitors (Warm)

Audience: People who visited your website but did not add to cart or submit a form.

Timeframe: Last 7–14 days (shorter windows perform better because the memory is fresh). Message: Remind them what they were looking at. Show social proof — reviews, testimonials — to address whatever hesitation stopped them from acting.

Layer 3: Product Viewers (Warmer)

Audience: People who viewed specific product pages on your e-commerce store.

Message: Dynamic product ads showing the exact products they viewed. "Still thinking about this?" with the specific product image, name, and price.

Layer 4: Cart Abandoners (Hottest)

Audience: People who added products to cart but did not complete the purchase.

Message: These people were one click away from buying. Address why they left — add urgency ("limited stock"), remove risk ("free returns"), or offer an incentive ("free shipping").

Cart abandoners are your highest-ROAS retargeting layer. Give them the largest per-person budget allocation.

Layer 5: Existing Customers (Retention)

Audience: People who have already purchased from you. Cross-sell, upsell, or repeat purchase. A customer who bought once is far easier to convert again than acquiring a new customer.

The Mistakes Most Agencies Make

Mistake 1: No Retargeting at All

The most common and most expensive mistake. The business spends 100% of their Meta Ads budget on cold prospecting. They pay to drive 1,000 visitors to their website. 970 of those visitors leave without converting. And they are gone forever because there is no retargeting campaign to bring them back.

Without retargeting, your prospecting budget is a leaky bucket. You keep filling it with traffic and it keeps draining.

Mistake 2: One Retargeting Audience for Everyone

Putting all website visitors — from homepage bouncers to cart abandoners — into one retargeting campaign with one ad. This treats someone who spent 3 seconds on your site the same as someone who spent 10 minutes browsing and added items to cart. Segment by behaviour and intent level. Each layer gets its own messaging and budget allocation.

Mistake 3: No Frequency Cap

Showing the same retargeting ad to the same person 15 times in a week. This is not persistence — it is harassment. I monitor frequency and refresh creative when it exceeds 3–4 impressions per person per week. If someone has seen your ad 5+ times and has not converted, they need a different message — not the same one louder.

Mistake 4: Retargeting With Prospecting Creative

Using brand awareness creative in retargeting campaigns. These people already know your brand — they do not need an introduction again. They need a reason to come back and complete the action. Different stage, different message.

Mistake 5: No Exclusions

Not excluding people who already converted. If someone already bought your product or submitted your lead form, they should not keep seeing "Buy Now" retargeting ads. Exclude converters and move them to a retention or cross-sell audience instead.

Budget Allocation for Retargeting

Retargeting should receive 15–25% of your total Meta Ads budget. Within retargeting, allocate based on intent:

  • Cart abandoners: highest budget per person (smallest audience, highest intent)
  • Product viewers: moderate budget
  • Website visitors: moderate budget
  • Social engagers: lowest budget per person (largest audience, lowest intent)

The math is simple: the closer someone was to converting, the more it is worth spending to bring them back.

The Prerequisite: Proper Pixel Setup

None of this works without a properly installed Meta Pixel tracking the right events — PageView, ViewContent, AddToCart, InitiateCheckout, and Purchase (or Lead for service businesses). Without these events, you cannot create the segmented audiences that make retargeting effective. This is the first thing I fix in every Meta Ads account I take over.
