Your cost per lead on Meta Ads is too high. I hear this from almost every service business that contacts me in Jordan and the Gulf. They are spending 5, 8, 12 JOD per lead when their business model needs leads at 2–3 JOD to be profitable.
The good news: cost per lead is not fixed. It is the result of multiple variables — your audience, your creative, your form, your landing page, your bidding, and your offer. Change any of these and your CPL moves.
After managing $20M+ in Meta ad spend across hundreds of campaigns, here are the tactics I use to consistently bring CPL down for clients.
Tactic 1: Fix Your Audience Before Fixing Anything Else
The most common reason for high CPL is targeting the wrong people. If your audience is too broad, Meta shows your ad to people who will never become your customer. If too narrow, there is not enough volume for the algorithm to optimise.
- Start with lookalike audiences. Upload your existing customer list and create a 1% lookalike. This tells Meta to find people who resemble your actual paying customers.
- Layer with exclusions. Exclude people who already converted. Exclude audiences that consistently produce low-quality leads.
- Test audience size. I typically test three variations: a 1% lookalike, a 3% lookalike, and an interest-based audience. Within two weeks, the data shows which delivers the lowest cost per qualified lead.
Tactic 2: Test Creative Aggressively
Your ad creative determines whether someone stops scrolling and takes action. A small improvement in creative performance can cut CPL significantly because the algorithm rewards high-engagement ads with lower costs.
- Test at least 3–5 creative variations per ad set. Different hooks, different formats (video vs static vs carousel), different angles (problem-focused vs benefit-focused vs testimonial).
- Replace fatigued creative. If creative has been running for more than 2–3 weeks and CPL is rising, introduce new creative to reset engagement.
- Use video. In my experience managing campaigns in this region, video consistently delivers lower CPL than static images for lead generation.
- Arabic creative for Arabic audiences. If your target audience is in Jordan or the Gulf and you are running English-only creative, switching to Arabic almost always improves performance.
Tactic 3: Optimise Your Lead Form
- Add qualifying questions. A form asking only name and phone number generates cheap leads — many of whom are not serious. Adding 1–2 qualifying questions filters out low-intent submissions. CPL may increase slightly, but cost per qualified lead drops significantly.
- Use the "Higher Intent" form type. This adds a review screen before submission, reducing accidental submissions and auto-fill spam. Lead volume decreases but lead quality increases.
- Keep it short. Three to five fields maximum. Every additional field increases abandonment.
- Add context. A brief description explaining what happens after they submit — "We will call you within 24 hours" — sets expectations and filters out people who do not want a call.
Tactic 4: Test Instant Forms vs Landing Pages
Instant Forms win for simple offers where speed matters — "Book a free consultation," "Get a quote." CPL is typically 30–50% lower. Landing pages win when the offer needs explanation — complex services, high-ticket products. The metric that matters is cost per qualified lead that converts to a customer — track leads through to the sale before deciding which method wins.
Tactic 5: Adjust Your Bidding
- Start with Lowest Cost (automatic bidding). Let Meta find the cheapest leads in your audience during the data-collection phase.
- Set a cost cap once you have data. After 2–3 weeks, set a cost cap at or slightly below your average CPL.
- Do not set the cap too low too fast. Reduce gradually — 10–15% at a time — and give the algorithm time to adjust.
Tactic 6: Follow Up Fast
A lead contacted within 5 minutes of submitting the form is significantly more likely to convert than one contacted 24 hours later. If your sales team takes days to follow up, you are paying for leads and then letting them go cold.
I advise every client to set up immediate notification systems — WhatsApp alerts, CRM auto-assignments, automated first-response messages — so that no lead sits untouched for more than 15 minutes. The best Meta Ads campaign in the world cannot save a slow follow-up process.

Lowering CPL is about systematically improving every variable: audience, creative, form, bidding, and follow-up. Improve each by 10–20% and the cumulative impact on your CPL is substantial.
