Performance Max vs Search Campaigns: When to Use Each in the MENA Market

Google has been pushing Performance Max hard since its launch. Every time you open Google Ads, there is a recommendation to create a PMax campaign. Google's own account strategists will tell you PMax is the future.

But after running both campaign types across dozens of accounts in Jordan, Saudi Arabia, the UAE, and international markets, I can tell you: PMax is not always the answer. Sometimes it is brilliant. Sometimes it wastes budget. Knowing which situation you are in is what matters.

How Search Campaigns Work

Search campaigns are straightforward. You choose keywords. When someone searches those keywords on Google, your ad can appear. You pay when they click.

You control which searches trigger your ads (through keywords and negatives), what the ad says (through responsive search ads), and where the click goes (through your landing page). You can see exactly which search terms generated clicks and conversions.

Search campaigns give you transparency and control. You know what you are paying for and why.

How Performance Max Works

Performance Max runs across every Google channel simultaneously — Search, Display, YouTube, Gmail, Maps, and Discover. You provide creative assets (headlines, descriptions, images, videos), audience signals (who your ideal customer is), and a goal (conversions or conversion value). Google's AI decides where to show your ads, to whom, and in what format.

You hand over control to the algorithm. In exchange, Google promises to find conversions across its entire network.

When Search Campaigns Are the Better Choice

Service Businesses and Lead Generation

If you are a law firm, clinic, consulting agency, or any service business generating leads — Search campaigns are almost always your primary channel. Your customers search for specific services when they need them. "Divorce lawyer Amman," "dental implant Riyadh," "accounting firm Dubai." Search captures that high-intent demand directly.

I have tested PMax for service businesses in this region and consistently found that Search delivers higher lead quality at a more predictable cost.

New Accounts With Limited Data

PMax needs conversion data to optimise. Google recommends at least 30 conversions per month for PMax to function well. A new account with no history is asking PMax to guess — and it will guess across six different channels simultaneously, spreading your budget thin.

Start with Search. Build conversion history. Then test PMax once the algorithm has data to work with.

When You Need Transparency

PMax is a black box. You cannot see which search terms triggered your ads. You cannot see exactly how your budget is split between Search, Display, and YouTube. If you need to know which keywords drive your leads and how much each costs, Search gives you that visibility. PMax does not.

When Performance Max Is the Better Choice

E-Commerce With Product Feeds

This is where PMax shines. If you have a Shopify store or any e-commerce site with a product feed connected to Google Merchant Center, PMax can showcase your products across Google Shopping, Search, Display, YouTube, and Discover — all from one campaign.

For e-commerce clients with catalogues of 50+ products, I use PMax to let Google find buyers across all its channels. The algorithm matches specific products to specific users based on their browsing behaviour, search history, and purchase patterns.

Established Accounts With Strong Data

PMax performs best when it has conversion history to learn from. An account with hundreds of conversions per month gives PMax enough signal to optimise effectively across channels.

Broad Reach and Discovery

If your goal includes brand awareness alongside conversions — reaching people who might not be actively searching but would be interested in your product — PMax extends your reach beyond Search into Display, YouTube, and Discover.

The PMax Problems Nobody Talks About

Brand Cannibalization

This is the biggest issue I see with PMax in this region. PMax will happily bid on your brand name keywords — the searches where people already know your business and are searching for you specifically. These searches convert at high rates regardless of ads, so PMax claims credit for conversions you would have gotten organically.

The result: PMax looks like it is performing brilliantly, but a significant portion of its "conversions" are branded searches that did not need the ad spend. I address this by adding brand exclusions to PMax campaigns and running a separate brand Search campaign at minimal cost.

Budget Opacity

You cannot control how PMax distributes your budget across channels. It might spend 80% on Display and 20% on Search, or the reverse. The algorithm decides, and you accept the aggregate result. For businesses that need to know where their money goes, this is fundamentally limiting.

Creative Requirements

PMax needs assets — images, videos, headlines, descriptions. The more you give it, the more combinations it can test. I recommend launching PMax with at least 15 headlines, 5 descriptions, 10+ images, and at least one video.

How I Structure Them Together

For most of my clients in Jordan and the Gulf, the answer is not PMax OR Search — it is both, with clear roles:

  • Search campaigns handle high-intent keywords where you want full control and visibility — service businesses, lead generation, and specific product searches.
  • PMax campaigns handle broader discovery, Shopping, and multi-channel reach — primarily for e-commerce.
  • Brand campaigns run separately on Search to capture branded queries at minimal cost and prevent PMax from claiming brand conversions.
  • Negative keywords and brand exclusions prevent overlap between the three.

This structure gives you the best of both: the control and transparency of Search where it matters most, and the multi-channel reach of PMax where the algorithm adds genuine value.
